The IT & Telecom division is seeking a Cyber Security Analyst to be a member of our Geographic Information Systems (GIS) Team. The selected candidate will perform development, API integrations, defining application architecture, evaluating application stacks, providing support for production applications, and maintaining web mapping applications. The candidate will be expected to develop, and deliver quality applications, estimate the timing and effort of development tasks, help the team improve development and deployment practices, interface directly with customers, and create documentation.

Major Responsibilities:
-Work in full-stack development involving Microsoft.NET and SQL Server technologies for web, web service and desktop application development using C#.NET, .NET Core, ASP.NET, HTML 5, AJAX, Razor Pages, jQuery, React, Bootstrap, Entity Framework, SQL Server Manager, Postgres SQL, PostGIS, ESRI JavaScript SDK, GeoServers, and Visual Studio
- Participate in the full development of application Lifecycle Management (ALM) using Git/Microsoft Azure DevOps/Jira.
-Understand requirements and transform them into functional applications in line with business objectives.
- Collaborate with peers to design the best solution possible using the .Net framework and Microsoft tech stack.
-Test, monitor, and improve solutions through incremental updates/new features/optimization.
- Rewrite/make changes in existing code structure to increase efficiency and performance.
-Understand requirements and transform them into functional applications in line with business objectives.
-Implement best practices and methodologies for security, quality, and development approach.
-Accurately estimate the time required to complete development tasks and collaborate with diverse teams.

Minimum Qualifications

1. A baccalaureate degree, from an accredited college including or supplemented by twenty-four (24) semester credits in cyber security, network security, computer science, computer programming, computer engineering, information technology, information science, information systems management, network administration, or a pertinent scientific, technical or related area; or

2. A four-year high school diploma or its equivalent approved by a State's department of education or a recognized accrediting organization and three years of satisfactory experience in any of the areas described in "1" above; or

3. Education and/or experience equivalent to "1" or "2", above. College education may be substituted for up to two years of the required experience in "2" above on the basis that sixty (60) semester credits from an accredited college is equated to one year of experience. In addition, twenty-four (24) credits from an accredited college or graduate school in cyber security, network security, computer science, computer programming, computer engineering, information technology, information science, information systems management, network administration, or a pertinent scientific, technical or related area; or a certificate of at least 625 hours in computer programming from an accredited technical school (post high school), may be substituted for one year of experience.

Preferred Skills

- Proficient in developing and implementing Razor Pages for dynamic and efficient web applications.
- Strong proficiency in Python programming language for both back-end development and data processing.
- Expertise in designing and optimizing relational databases, particularly with SQL and Postgres.
- Experience in developing efficient and scalable front-end components using jQuery.
- Proficient in customizing and extending Bootstrap components to meet specific design and functionality requirements.
- Familiarity with ArcGIS JavaScript SDK for integrating GIS functionalities into web applications.
- Comprehensive understanding of full stack development, encompassing both front-end and back-end technologies.
- Strong analytical and problem-solving skills, with the ability to troubleshoot and optimize code for performance.
- Excellent communication skills and the ability to collaborate effectively with cross-functional teams.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
